What if a tenant refuses to film?

It's part of the move-in process, like any inspection - and it protects them too: their footage proves pre-existing damage wasn't theirs. Fallback is a staff visit, same as today.

Is the footage any good as evidence?

It's timestamped, complete by checklist, and stored unmodified. In a deposit dispute, dated footage beats memory and undated photos every time.

Where is the video stored?

In your storage, under your accounts. I set up the pipeline; the records are yours.
